Los jóvenes argentinos y sus trayectorias laborales inestables: mitos y realidades

Abstract

En el presente artículo ponemos en cuestión af irmaciones que, por su recurrencia, pasaron a conformar parte del sentido común de los estudios sobre jóvenes. La idea de mito como institución social nos aproxima a las afirmaciones que nos abocaremos a analizar, por tratarse de convenciones compartidas. En ese sentido, presentamos en estas páginas un ejercicio de contraposición de lo que denom inamos mitos y realidades en torno a tres problemáticas centrales de los estudios laborales sobre jóvenes: los empleos a los que acceden, los recurrentes períodos de desocupación que atraviesan, y la configuración de sus trayectorias laborales. La amplia bibliografía sobre el tema nos o frecerá la materia prima de lo que denominamos mitos, mientras que daremos cuenta de lo que expresamos como realidades a partir de resultados de nuestras investigaciones en curso, producto del procesamiento de datos primarios y secundarios. A tal fin, adoptamos una mirada que articula y complementa datos cuantitativos y cualitativos. Por un lado analizamos datos estadísticos de la Encuesta Permanente de Hogares del INDEC sobre el empleo de jóvenes de entre 15 y 24 a ños en el Gran Buenos Aires correspondientes al período 2006- 2010. Por otro lado procesamos información proveniente de un panel cualitativo longitudinal de seguimiento de trayectorias laborales de jóvenes realizado en la misma área geográfica y durante el mismo periodo.

In this article we put in question assertions that, by its recurrence, have passed to shape part of the "common sense" of youth studies. The idea of myth as a social institution brings us to get closer to the assertions that we analyze, be cause they are shared conventions. In this sense, we introduce in these pages an exercise of c ontraposition between what we call myths and realities around three central issues of youth employment studies: the jobs they accede, the recurring periods of unemployment, and the conf iguration of their labor paths. The wide bibliography on the topic will offer us the raw material of what we name myths, whereas we will realize of what we express as realities from results of our recent researches, product of the processing primary and secondary data. To this end, we adopt a perspective that ar ticulates and complements quantitative and qualitative information. On one side we analyze statistical data of youth (15 and 24 years) employment of the Permanent Household Survey of the INDEC in the Great Buenos Aires corresponding to the period 2006-2010. On the other hand, we process information from a qualitative longitudinal panel of youth labor paths made in the same geographical area and during the same period.

Neste artigo, vamos questionar afirmações que por sua recorrência, são parte do senso comum dos estudos sobre os jovens. A idéia de mito co mo uma instituição social nos leva às alegações para analisar, porque elas são convenções partilhadas. Neste sentido, apresentamos neste escrito um exercício de contraste, mitos e realidades, em torno de três questões centrais dos estudos sobre jovens: os empregos que acessam, os períodos recorrentes de desemprego e a configuração das trajetórias profissionais. A extensa literatura sobre a temática dará a ma téria-prima do que chamam os mitos, enquanto o que nós expressamos como realidades serão r esultados das nossas investigações, produto do análise de dados primários e secundários. Para este fim, adotamos uma perspectiva me todológica que complementa dados quantitativos e qualitativos. Por um lado, vamos anal isar os dados estatísticos da Encuesta Permanente de Hogares do INDEC sobre os empregos dos jovens de 15 e 24 anos que moram no Gran Buenos Aires, para o período 2006-2010. Por outro lado, vamos processar informação de um painel qualitativo longitudinal de trajetórias de trabalho de jovens realizado na mesma área geográfica e durante o mesmo período.
