Inequidades distributivas de la previsión social contributiva: Aproximación al caso argentino

Abstract

El presente artículo se ocupa de desarrollar, y medir en Argentina, indicadores para evaluar la (in)equidad de la protección social de la vejez en sistemas previsionales con criterios de acceso y distribución de tipo contributivos. El análisis se centra en la incidencia de la estratificación por género y niveles de ingreso, ponderando las diferenciales calidades de protección -entendidas como capacidad para satisfacer necesidades- y los niveles de concentración del gasto previsional. Se concluye que los mecanismos contributivos de acceso y distribución llevan a que en Argentina, en función del género y el nivel de ingreso, la calidad de protección se segmente y el gasto previsional se concentre. En contraste, la introducción de mecanismos de inclusión no contributivos y el distanciamiento de la norma de "sustitución de ingresos" en la última década, evidencian un impacto favorable en relación a la equidad de la protección social de la vejez.

This article is concerned with developing, and measuring in Argentina, indicators to assess the (in) equity of social protection in old age pension systems with contributory criteria of access and distribution. The analysis focuses on the impact of stratification by gender and income level, weighting the differential protective qualities -understood as ability to meet needs - and concentration levels of pension spending. It is concluded that, in Argentina, contributory mechanisms for access and distribution cause protection segmentation and spending concentration, by gender and income level. In contrast, the introduction of non-contributory mechanisms of access and the alienation from the “income replacement” criteria in the last decade, show a favourable impact in regards to equity of social protection in old age.
