Abstract

El objetivo del artículo es construir un marco analítico capaz de captar las variables políticas y económicas que explican la salida de un tipo de cambio fijo. Para ello se revisa la literatura económica, politológica y de economía política sobre regímenes cambiarios y se discuten sus límites y potencialidades analíticas. Sobre la base de la crítica de las contribuciones teóricas y empíricas se presenta una propuesta de análisis que pone en el centro las decisiones del gobierno y procura captar el carácter dinámico de los procesos de cambio. El marco analítico explica el cambio desde un régimen de cambio fijo observando las variables que configuran las preferencias y el poder de maniobra del gobierno en relación con la influencia de los grupos de interés. El resultado sugiere que la flexibilización de un régimen fijo depende de la coalición social que sostiene al gobierno, la estructura de endeudamiento pública y privada, el timing electoral y la influencia relativa delsector transable.

The aim of this paper is to build an analytical framework able to capture the political and economic variables that explain a shift in exchange rate policy. To this end, the economic and political science literature of exchange rate regimes is reviewed and their analytical limits and potential are discussed. Based on the review of the theoretical and empirical contributions it presents a proposal of analysis that put government decisions at the center and seeks to capture the dynamic nature of change processes. The analytical framework explains the shift from a fixed exchange rate regime using variables that shape the government preferences and power of maneuver in relation to the influence of interest groups. The result suggests that the relaxation of a fixed regime depends on the social coalition that supports the government, the structure of public and private debt, the electoral timing, and the relative influence of the tradable sector.
