Democracia, intervención y estrategia liberal

Abstract

El artículo hace uso de los aportes de Michel Foucault y los aplica al estudio de las relaciones internacionales. Así, plantea que en la historia de este ámbito político han existido distintos modos de ejercicio del poder, acompañados por respectivos modos de saber que tienen como condición de posibilidad y como efecto diversos modos de constitución de subjetividades. A tal fin, define el actual modo de ejercicio del poder del gobierno liberal mundial, contrastándolo con aquél característico del sistema westfaliano. Esto lo hace en torno a cuatro dimensiones: objeto, objetivo, forma de intervención y espacialidad. Concluyendo que, a partir del fin de la Guerra Fría, se han instaurado una serie de enunciados liberales que han llegado a formar discurso, constituyendo nuevos sujetos y objetos de poder. Ya qué modo de ejercicio del poder y modo de ejercicio de la guerra son considerados como mutuamente constitutivos, las transformaciones en la guerra son también definidas a partir de estas cuatro dimensiones que -el artículo arguye-, combinadas, confluyen en la imposición del modelo democrático-liberal. Así, las intervenciones liberales que tienen como objetivo declarado la instauración de la democracia liberal, no son pensadas desde categorías morales, sino como formando parte de una más amplia tecnología de gobierno.
