Abstract

Este artículo focaliza las continuidades y rupturas que presenta la relación capital - trabajo en un sector particular de la estructura industrial: la industria siderúrgica. Metodológicamente, el desarrollo se realiza a través de un estudio de caso situado en una empresa de origen estatal, privatizada en 1992. La hipótesis que guía el análisis indica que, al calor de los procesos de reestructuración productiva, tuvo lugar la emergencia de una legalidad industrial (Gramsci: 1981) cuya novedad consistiría en la transformación de los „compromisos‟ existentes entre empresarios y sindicatos en lo que hace a las formas de uso y gestión de la fuerza de trabajo. Para mostrar este desarrollo, se describirá el despliegue de las relaciones sindicato – empresa a través de tres núcleos centrales en las políticas de uso y gestión de la fuerza de trabajo: las transformaciones en las tareas y procesos productivos, la composición salarial y la conformación del colectivo de trabajo a través de las políticas de tercerización y subcontratación. A través de esta aproximación, se establecerán elementos distintivos de la legalidad industrial contemporánea y su vinculación las caracterizaciones de la situación contemporánea de la clase trabajadora argentina.

This article focuses on continuities and ruptures that shapes capital - work relationship, in a particular sector of industrial structure: the steel industry. Methodological strategy is the case study, located in a national steel company, privatized in 1992. The hypothesis guiding the analysis indicates the emergence of new industrial legality (Gramsci 1981) through restructuring process. It consists on transformation of 'compromise' between employers and unions related to use patterns and management of the workforce. To show this, the article will describe the development of union - company relations through three issues: changes in tasks and production processes, wage composition and collective labor composition through outsourcing and subcontracting policies. Through this approach, we establish main features of contemporary industrial legality and its role in characterizations of contemporary situation of argentinian working class.
