We argue the relations between upper circuit, resulted of the current modernisation and of the corporate use of the territory, and the lower circuit, that multiplies in front of production of urban poverty. Differenttly equipped zones, with selective value, allow more or less pro table uses, based in growth of the consumption. The activities linked to scientic-technological production, consulting, the financial system and international trade constitute the upper circuit, which is also constituted by a marginal contribution of mixed forms. As an indirect result of this modernization, another set, of manufacturing, commercial and service forms with low degrees of capital, technology and organization, constitutes the lower circuit.
