El Estado de Bienestar en el Noroeste argentino: La política de vivienda de los gobiernos Peronista y de la Unión Cívica Radical Intransigente en Jujuy (1946-1962)

Abstract

El presente artículo explora viejos temas relacionados con la intervención social del Estado de Bienestar en los espacios provinciales de la Argentina. Indaga sobre las características más salientes de la política de vivienda de los gobiernos peronista (1946-1955) y de la unión cívica radical intransigente (1958-1962) en Jujuy. La idea que defendemos en este trabajo nos muestra, pese a las evidentes diferencias políticas de ambas administraciones, unas interesantes líneas de continuidades en proyectos y obras implementadas en el plano habitacional. El análisis se focaliza en el ámbito urbano de la provincia, prestando especial atención a la ciudad más poblada por entonces: San Salvador de Jujuy. De este modo, a partir de este estudio, pretendemos rescatar no sólo las particularidades de dos gobiernos, en muchos aspectos antagónicos, sino también sus puntos de encuentro en el modo de encarar, en este distrito del Noroeste argentino, un problema muy común por estos años en el país: el de la vivienda.

This article analyses old issues related to the social intervention of the Welfare State in provinces of Argentina. It inquires about the outstanding characteristics of housing policy of the Peronista (1946-1955) and Unión Cívica Radical Intransigente (1958-1962) governments in Jujuy. The hypothesis that we defend in this paper shows, despite the obvious policy differences of both administrations, some interesting continuity lines on housing projects and works that have already been carried out. The analysis focuses the urban area of the province of Jujuy, paying special attention to the most populous city: San Salvador de Jujuy. Thus from this study we aim to rescue not only the peculiarities of two governments, antagonistic from many points of view, but also highlight their points of contact in the way the housing problem is faced in that district of Northwestern Argentina.
