Capacidad Administrativa del Poder Ejecutivo en Mendoza 2019-2023

Abstract

Este trabajo nos propusimos como objetivo general reconocer, caracterizar y analizar las capacidades estatales de la provincia de Mendoza en materia de capacidad administrativa, específicamente su capacidad funcionarial de nivel ejecutivo en el período 2019-2023 y como objetivos específicos a- Chequear el organigrama real del Poder Ejecutivo Provincial, b-Estimar y caracterizar la capacidad de la administración pública provincial y c- Identificar y describir perfiles funcionariales. Nuestra metodología de trabajo combina abordajes cualitativos y cuantitativos, utilizando como fuente de información datos públicos de los funcionarios/as que relevamos artesanalmente en línea y organizamos a partir de la confección de una “ficha básica de información” que luego nos permitió realizar estimaciones cuantitativas, también a partir de solicitudes formales de información realizada al gobierno provincial de Mendoza, sumado a entrevistas y comunicaciones formales e informales con funcionarias/os y delegados gremiales. Nuestro marco teórico inicial permite considerar a los funcionarios públicos como parte de la “capacidad estatal” Administrativo Burocrática que aquí nos interesa como unidad de observación. El recorte de nuestro objeto se sitúa en los cuatro primeros niveles de mando del organigrama provincial en sus ocho ministerios. Como uno de los hallazgos podemos adelantar la negativa a aprobar nuestro acceso como investigadores a información que debería ser pública.
