Abstract

En el estuario de Bahía Blanca, la pesca artesanal viene sufriendo una importante merma a nivel productivo, según los pescadores artesanales se debe a la contaminación del ambiente por desagües cloacales sin tratamiento y a la remoción de los contaminados lechos barrosos del estuario por acción de la draga del puerto. Esta situación derivó durante el periodo 2009-2015 en una serie de movilizaciones que a nivel local se denominó el "conflicto pesquero". Tal fenómeno puso en evidencia la existencia conflictiva de tres formas ontológicas de comprender la relación hombre medio-ambiente. Esta presentación dará cuenta de tales ontologías: "la ría, el puerto y la reserva". Dichas formas constituyen maneras diferenciales de identificar, clasificar y relacionar elementos del nodo hombre-medio ambiente y que revelan diversos procesos topofílicos y por tanto la constitución de mundos diferentes de significación y sentido. La política de reconversión pesquera llevada adelante por el Consorcio de gestión de puertos intentó superar esta disputa, pero los resultados de su aplicación demuestran mayor fragmentación y vulnerabilidad social en el sector pesquero.

Artisanal fishing production, at the estuary of Bahia Blanca, has suffered a significant decline due to environmental pollution. This pollution has been produced by untreated sewage and contaminated soil removal by port dredging. Since this situation, during the period 2009-2015, several social mobilizations occurred which were called by the public opinion as the "fishing dispute ". This phenomenon revealed the existence of three ontological forms which explain the human -environment relationship. This presentation will describe such ontological forms: the ría, the port and the reserve. Such differential forms are ways to identify, classify and relate elements in the organization of the human-environmental node and demonstrate different topophilia dimensions a due to, different worlds of meanings. The public policy named "fisheries reconversion ", carried out by the Consortium port management tried to overcome this dispute, but the results shown the increase of fragmentation and social vulnerability between fishery stakeholders.
