Conflictos salariales y organización sindical en la Argentina post-convertibilidad

Abstract

Dadas las transformaciones científico-técnicas ocurridas en el capitalismo global desde la década del setenta, se desarrollaron lecturas que desacreditaron la centralidad del trabajo (y de las organizaciones de los trabajadores), como categoría relevante para el estudio del conflicto social en la actualidad. En este marco, el presente trabajo busca examinar los patrones del conflicto salarial en la Argentina para el período posterior a la crisis económica del año 2001. Para ello, se elabora una propuesta instrumental de las dimensiones de organización (sindical) y acción (no sindical), categorías complementarias aplicadas al análisis de los conflictos laborales. Metodológicamente, se analizan datos de conflictos laborales publicados por el Ministerio de Trabajo, Empleo y Seguridad Social (MTEySS) para el lapso 2006-2010. De esta manera, se sostiene que el diagnóstico señalado no se ajusta a la realidad imperante en la Argentina, siendo que en un escenario de creciente conflicto laboral, la organización sindical es la responsable excluyente de sostener e impulsar el conflicto laboral.

After scientific and technical transformations in global capitalism since the seventies, different readings discredited the centrality of work (and workers ' organizations), as relevant to the study of social conflict today. In this context, this paper seeks to examine the patterns of wage dispute in Argentina for the post- 2001 economic crisis period. For this, we propose instrumental dimensions of organization (union) and action (nonunion), complementary categories applied to the analysis of labor disputes. Methodologically, the analysis is based on data of labor disputes published by the Ministry of Labour, Employment and Social Security (MTEySS) for the period 2006-2010. Thus, it is argued that the previous diagnosis does not conform to the prevailing reality in Argentina, as in a scenario of increasing labor dispute, the union is the exclusive responsible for maintaining and promoting the labor dispute.
