Abstract

Las recientes transformaciones evidenciadas en el territorio como resultado de los acelerados cambios han sido el objeto de estudio de abundantes investigaciones. El rol del Estado, del sector privado y de la sociedad civil han debido redefinirse. Las organizaciones sociales de nuevo formato surgen a partir de la década del 80 como un nuevo modo de generar intervenciones a escala local y en torno a temáticas especificas, siendo en muchos casos, gestores de la formación y consolidación de barrios, viviendas y el hábitat urbano. Este trabajo busca profundizar sobre la comprensión de la precariedad urbana en asentamientos informales de la ciudad de Santa Fe, e indagar el rol que las organizaciones sociales adquieren, en particular aquellas transformaciones ocurridas entre las últimas décadas del siglo pasado y la primera de este. Se parte de la hipótesis de que las organizaciones sociales, tomando un rol protagónico mediante la ausencia del papel del Estado, se han constituido en generadoras de profundos cambios en relación al hábitat urbano. Si bien son muy valiosas las indagaciones realizadas hasta el momento, es escaso el material referido específicamente a dicha problemática, principalmente en áreas afectadas por un marcado proceso de urbanización como es el caso de Santa Fe.

he role of social organizations in slums. The case of the city of Santa Fe. Recent changes evidenced in the territory, as a result of rapid changes, have been the subject of numerous research studies. The role of the state, private sector and civil society have had to redefine itself. New social organizations appear from the 80 decade as a new way to generate local interventions around specific topics and, in many cases, as managers of the formation and consolidation of neighborhoods, housing and urban habitat. This paper seeks to deepen understanding about urban precariousness in informal settlements in the city of Santa Fe, and investigate the role that social organizations acquire, particularly those changes that have occurred between the last decades of last century and the first of this one. It starts from the assumption that social organizations, taking a leading role by the absence of the role of the state, have become generators of profound changes in relation to urban habitat. Although very valuable investigations carried out so far, very few material is specifically referred to this problem, particularly in those areas affected by a marked process of urbanization such as Santa Fe.
