Abstract

¿Cuáles son los logros alcanzados, en el sistema educativo, en estos 40 años? ¿Qué dificultades persisten? ¿Cuáles son los desafíos pendientes? Abordar estas preguntas requiere tomar algún punto de partida desde el cual realizar estimaciones. En 1988, apenas unos años después de recuperada la democracia, se publicaba el libro “Diagnóstico de la administración central de la educación” coordinado por Norma Paviglianiti, un estudio enmarcado en el proyecto “Fortalecimiento de los procesos de planificación y toma de decisiones educativas” del Programa de las Naciones Unidas para el Desarrollo (PNUD)…
