Políticas públicas frente a la fuga de cerebros: Reflexiones a partir del caso argentino

Abstract

En este artículo analizamos cuáles son las políticas públicas que se han implementado en los últimos años a fin de atender la cuestión de la "fuga de cerebros" (e.g. estrategias de repatriación, redes virtuales). También examinamos otras políticas públicas que no se crean expresamente con este propósito pero cuyo impacto indirecto puede determinar la efectividad de las primeras (e.g. fortalecimiento de las instituciones de ciencia y tecnología y de la formación doctoral y postdoctoral, mejoramiento de la estructura de incentivos de los docentes e investigadores, educación transnacional). Concluimos abriendo el debate respecto de la importancia relativa que estas políticas "directas" e "indirectas" pueden tener en la resolución final del problema de la pérdida de capital humano por la "fuga de cerebros".

We analyze public policies implemented to prevent the "brain drain" (repatriation strategies and virtual networks). Then, we examine other public policies that do not share this main objective but whose indirect impact could determine its effectiveness (the institutional strength of science and technology institutions and of the PhD and postdoctoral programs, the improvement of the incentive structure for faculty and researchers, and transnational education). We conclude by opening the debate on the relative importance that direct and indirect policies could ultimately have in resolving the loss of human capital as a consequence of the brain drain.
