Los conflictos laborales en la salud pública en Argentina

Abstract

El artículo analiza las características que adquieren los conflictos laborales en el sector de la salud pública en Aregentina, a partir de los datos sobre conflictividad de los años 2006 a 2008 provenientes de la Base de Datos de la SSPTyEL. Por tratarse de una actividad que brinda un servicio público esencial a grandes capas de la población, los conflictos laborales que en ella se desarrollan adquieren un importante impacto social. El objetivo principal del estudio es comprender las causas de la alta conflictividad en el sector de la salud pública en Argentina. Para ello se indaga en las características del sector que se plantean como posibles factores explicativos de los conflictos laborales, principalmente: la calidad del empleo, las características de los recursos humanos y del sistema de relaciones laborales, y los cambios en el sistema de salud desarrollados a partir de las reformas estructurales aplicadas en los años noventa. Teniendo en cuenta estos factores se analizan los conflictos protagonizados por trabajadores/as de establecimientos de salud estatales, considerando la dependencia estatal de los establecimientos, el nivel de agregación, las organizaciones gremiales que lideran los conflictos, las reivindicaciones y las acciones conflictivas desplegadas.
