China y Estados Unidos: simbología y realidad en la relación bilateral

Abstract

En los albores del siglo XXI, los Estados Unidos asisten al resurgimiento de una China poderosa sobre la base de nuevas capacidades políticas, económicas, tecnológicas y militares. Como acontecimiento central del presente siglo, los equilibrios en la dinámica competencia – cooperación entre la “república imperial” y la “república autocrática”, son determinantes para la gobernanza global y como garantía de estabilidad sistémica en un período de transición hacia un nuevo orden de poder mundial. En la actual etapa, ambos actores sostienen disímiles visiones sobre tópicos geoestratégicos y económicos relevantes, sin embargo, China y los Estados Unidos mantienen un fluido diálogo bilateral que antepone la cooperación y coordinación de posiciones antes que la ruptura y la tensión permanente. Parte de esta dinámica competitiva sino – estadounidense se libra en América Latina y el Caribe, por lo que reviste importancia para académicos y decidores políticos analizar el presente desarrollo y posibles tendencias sobre futura evolución de las relaciones entre ambos países.

At the beginning of the twenty-first century, the United States attend the re emergenece of a powerful political, economic, technological and military China. As central issue of this century, the dynamic competition – cooperation between the "imperial republic" and "autocratic republic" is – and will be - crucial for global stability and for ensure systemic equilibrium in a transition period to a new world order. At current stage, both players hold diferents views on geostrategic, political and economics topics of the international agenda; however, China and the United States maintain a fluid bilateral dialogue that puts cooperation and constructive engagement before distrust, disagreement and tensions. Both actors also competes in Latin America and Caribbean countries trying to extend theirs political influence; in that sense, for academicians and policy thinkers have become a relevant topic analyze the current status and future prospects of China – USA relationships.
