Nicaragua y las “diplomacias paralelas”: lecturas, motivaciones y actividades extraterritoriales de los militares argentinos (1977-1979)

Abstract

La convulsionada situación nicaragüense de fines de los 70 constituyó un desafío significativo para los militares que encabezaron la última dictadura militar en Argentina (1976-1983). Divididos en sectores, muchas veces enfrentados, desarrollaron diversas evaluaciones, encontraron motivaciones distintas y, en consecuencia, impulsaron actividades también distintas relativas al país centroamericano. El presente artículo busca aportar al debate más amplio sobre las actividades extraterritoriales argentinas durante la última dictadura, tomando como caso las relaciones exteriores entre Nicaragua y Argentina (1977-1979), y profundizando en las motivaciones de dichas actividades. Busca aportar a través de la lectura y análisis detallado de un corpus extenso de documentos pertenecientes a la Cancillería argentina. Los elementos surgidos de este análisis permiten discutir con aquellos trabajos que analizan solo una causa —la persecución de exiliados argentinos en la Nicaragua revolucionaria— o solo un sector de las Fuerzas Armadas —los nacionalistas o duros—. Se sostiene que entre las variables que explican la política exterior errática y contradictoria hacia Nicaragua debe tomarse en cuenta el tipo de diplomacia implicada (militar, económica u oficial) y el momento histórico específico (antes o después de la revolución nicaragüense).

A turbulenta situação da Nicarágua no final da década de 1970 constituiu um desafio significativo para os militares que lideraram a última ditadura militar na Argentina (1976-1983). Divididos em setores muitas vezes opostos, desenvolveram diversas avaliações, encontraram diferentes motivações e, consequentemente, promoveram diferentes atividades relacionadas ao país centro-americano. Este artigo procura contribuir para o debate mais amplo sobre as atividades extraterritoriais argentinas durante a última ditadura, tomando como caso as relações externas entre a Nicarágua e a Argentina (1977-1979) e investigando as motivações de tais atividades. Isso é possível através da leitura e análise detalhada de um extenso corpus de documentos pertencentes ao Ministério das Relações Exteriores da Argentina. Os elementos que emergiram desta análise permitem-nos discutir aquelas obras que analisam apenas uma causa – a perseguição aos exilados argentinos na Nicarágua revolucionária – ou apenas um setor das Forças Armadas – os nacionalistas ou “linha dura” -. Argumenta-se que entre as variáveis que explicam a política externa errática e contraditória em relação à Nicarágua, deve-se levar em conta o tipo de diplomacia envolvida (militar, econômica ou oficial) e o momento histórico específico (antes ou depois da revolução nicaraguense).

The turbulent situation in Nicaragua the late 1970s constituted a significant challenge for the military dictatorship in Argentina (1976-1983). Divided into often opposing sectors, they developed various evaluations, found different motivations and, consequently, promoted different activities related to the Central American country. This article seeks to contribute to the broader debate on Argentine extraterritorial activities during the last dictatorship by focusing on the foreign relations between Nicaragua and Argentina (1977-1979) and delving into the motivations for said activities. It does so through the reading and detailed analysis of an extensive corpus of documents from the Argentine Foreign Ministry. I argue that among the variables that explain the “erratic and contradictory” foreign policy towards Nicaragua, the type of diplomacy involved (military, economic or official) and the specific historical moment (before or after the Nicaraguan revolution) must be taken into account. This analysis stands in sharp contrast to previous works that analyze only one cause - the persecution of Argentine exiles in revolutionary Nicaragua - or only one sector of the Armed Forces - the nationalists or “hardliners”.
