Abstract

Este artículo presenta un recorrido sobre el abordaje del Estado en la tradición cepalina, destacando los aportes originales del estructuralismo y su posterior relativización en el tránsito hacia el neoestructuralismo. Se sostiene que este tránsito implicó un alejamiento de las reflexiones sobre el carácter conflictual y disputado de la intervención estatal y su reemplazo por dinámicas ligadas a la cooperación y los pactos. En ese marco, se argumenta que, al desplazar las dimensiones de poder y conflicto en torno a la acción estatal, el abordaje neoestructuralista resulta insuficiente para analizar los procesos políticos recientes en la región ya que no captura el inherente carácter conflictivo del capitalismo periférico. Para demostrarlo, se analizan las experiencias neodesarrollistas y los límites encontrados para el cambio estructural.

This article presents an overview of the approach to the State in the ECLAC’s tradition, highlighting the original contributions of structuralism and its subsequent relativization in the transition towards neoestructuralism. It is argued that this transition implied a departure from reflections on the conflictual and disputed nature of state intervention and its replacement by dynamics linked to cooperation and agreements. Thus, by displacing the dimensions of power and conflict around state action, the neo-structuralist approach is insufficient to analyze recent political processes in the region since it does not capture the inherent conflictive character of peripheral capitalism. To demonstrate this, an analysis of neo-developmentalist experiences and the limits encountered for structural change is carried out.

Este artigo apresenta uma visão geral da abordagem do estado na tradição cepalina, destacando as contribuições originais do estruturalismo e sua posterior relativização na transição para o neoestruturalismo. Argumenta-se que esta transição implicou um afastamento das reflexões sobre a natureza conflituosa e contestada da intervenção estatal e sua substituição por dinâmicas ligadas à cooperação e aos pactos. Assim, ao deslocar as dimensões de poder e conflito em torno da ação estatal, a abordagem neoestruturalista é insuficiente para analisar os processos políticos recentes na região, pois não capta o caráter conflituoso inerente ao capitalismo periférico. Para demonstrar isso, é feita uma análise das experiências neodesenvolvimentistas e dos limites encontrados para a mudança estrutural.
