En este artículo abordamos el proceso de negociación que tuvo lugar hace una década para la sanción de una nueva ley de empleo municipal en la provincia de Buenos Aires, e indagamos en los vaivenes que existieron a la hora de implementar esta norma en los diferentes distritos bonaerenses, centrándonos en el período 2014-2021. Para llevar a cabo estos propósitos analizamos las condiciones laborales de los trabajadores municipales y los antecedentes normativos. También determinamos los principales actores que tuvieron relevancia en este proceso (Federaciones sindicales y organizaciones de base, intendentes, legisladores provinciales), y sus posicionamientos y acciones en torno a esta nueva ley. En cuanto al nivel explicativo, ponemos el acento en la importancia del factor político en el ámbito laboral del sector público, con el fin de entender los procesos de negociación, sus avances y obstáculos. En este sentido, y para finalizar, destacamos cuatro casos de municipalidades donde este desarrollo tomó tintes particulares en el marco de circunstancias políticas específicas.

In this paper, we address the negotiation process that took place a decade ago for the sanction of a new municipal employment law in the province of Buenos Aires, and we investigate the vicissitudes that existed when implementing this law in the different districts of the province of Buenos Aires, focusing on the period 2014-2021. To carry out these purposes we analyze the working conditions of municipal workers and the normative antecedents. We also determined the main social actors that were relevant in this process (union federations and grassroots union organizations, mayors, provincial legislators), and their stances and actions regarding this new law. Concerning the explanatory level, we emphasize the importance of the political factor in the labor sphere of the public sector, in order to understand the negotiation processes, their progress and obstacles. In this sense, and to conclude, we highlight four cases of municipalities where this development took on particular forms within the framework of specific political circumstances.
