Juventudes rurales y desarrollismos: el Programa Interamericano para la Juventud Rural en Argentina (1960-1974)

Abstract

Este artículo tiene por objetivo el análisis del Programa Interamericano para la Juventud Rural desde su inicio en 1960 hasta su conclusión en 1974. Para ello, se enfatiza su desarrollo en Argentina, país caracterizado por contar en el núcleo de su economía primaria con una estructura agraria con mayores niveles de equidad y de capitalización que el promedio latinoamericano durante el período de estudio. En relación con lo señalado, se adopta una metodología cualitativa a partir de técnicas de observación sobre fuentes documentales elaboradas en el marco institucional que diseñó e implementó dicho programa: el Instituto Interamericano de Ciencias Agrícolas y el Instituto Nacional de Tecnología Agropecuaria.En Argentina, la recuperación del agro a nivel productivo y sus desajustes en términos sociales derivaron en transformaciones vinculadas al despoblamiento rural que se conjugaron con las características políticas y sociales del período. Si bien el programa analizado se centró en elementos productivos, articuló perspectivas en torno al desarrollo rural y significó un espacio de problematización de la realidad, de politización, y de generación de capital social y cultural que interpelaron diversos elementos de la época.

This article aims to analyze the Inter-American Program for Rural Youth from its inception in 1960 to its conclusion in 1974. To this end, its development in Argentina is emphasized, a country characterized by having in the core of its primary economy an agrarian structure with higher levels of equity and capitalization than the Latin American average during the period under study. A qualitative methodology is adopted based on observation techniques on written sources prepared in the institutional framework that designed and implemented said program: the Inter-American Institute of Agricultural Sciences and the Instituto Nacional de Tecnología Agropecuaria. In Argentina, the recovery of agriculture at a productive level and its imbalances in social terms led to transformations linked to rural depopulation that were combined with the political and social characteristics of the period. Although the analyzed program focused on productive elements, it articulated perspectives around rural development and meant a space for the problematization of reality, politicization, and the generation of social and cultural capital that challenged various elements of the time.
