El territorio fluvial: un enfoque aplicado al riesgo de crecidas

Abstract

El concepto territorio implica la existencia de un espacio complejo en el que convergen (y se superponen) diferentes formas de apropiación y uso. De allí, que supone una complejidad que deviene de la actuación simultánea de diferentes actores que transforman esa porción de espacio guiados por distintas visiones e intereses. Desde esta conceptualización es posible visibilizar una gran variedad de problemas que se manifiestan en el territorio y que se pueden analizar desde múltiples perspectivas. Aplicado al espacio fluvial, la noción de territorio fluvial es muy debatida y ha sido denominada con diferentes expresiones en los últimos años como, por ejemplo: room for rivers, espace de liberté fluvial, free space for rivers, space to move o river widening (Hernández, 2018; Galimberti, 2021; Duran Vian e Izquierdo Pons, 2021). Para este capítulo se optó por el término territorio fluvial porque se considera adecuado para abordar la complejidad que tiene lugar en una cuenca hidrográfica, en la cual coexisten diferentes intereses que se ponen en juego de acuerdo a los usos de suelo predominantes y cómo se aborda la gestión de estos espacios.
