Causas y motivaciones de la apropiación cognitiva según investigadores del Sistema Nacional de Ciencia, Tecnología e Innovación

Abstract

Este artículo continúa investigaciones previas orientadas a mensurar los desacoples entre la producción de conocimientos productivos generados con fondos públicos y su apropiación por parte de actores privados o extranjeros en el marco de las relaciones sociales denominadas como “apropiación cognitiva”. Se presentan los resultados de una investigación acerca de las causas y motivaciones que desembocan en este tipo de relaciones, desde la perspectiva de los investigadores que, a la vez, son inventores en solicitudes de patentes. El principal resultado consiste en una tipología de causas y motivaciones que se agrupa en cuatro ejes: 1) falencias en la formación, 2) restricción institucional, 3) atracción de los actores favorables a la apropiación cognitiva y 4) deseo personal.

Este artigo dá continuidade a uma pesquisa anterior que teve como objetivo medir a dissociação entre a produção de conhecimento produtivo gerado com fundos públicos e sua apropriação por atores privados ou estrangeiros no âmbito das relações sociais conhecidas como "apropriação cognitiva". São apresentados os resultados de uma investigação sobre as causas e motivações que levam a esse tipo de relação, sob a perspectiva de pesquisadores que também são inventores em solicitações de patentes. O principal resultado é uma tipologia de causas e motivações agrupadas em quatro eixos: 1) falha no treinamento, 2) restrição institucional, 3) atração de atores favoráveis à apropriação cognitiva e 4) desejo pessoal.

This article continues previous research aimed at measuring the decoupling between the generation of productive knowledge using public funds and its appropriation by private or foreign actors in the context of social relations known as "cognitive appropriation". The results of an investigation into the causes and motivations that lead to this type of relationship are presented, from the perspective of researchers who are also inventors in patent applications. The main result is a typology of causes and motivations grouped along four axes: 1) deficiencies in training, 2) institutional constraint, 3) attraction of actors favourable to cognitive appropriation and 4) personal desire.
