Abstract

La variabilidad del clima y el Cambio Climático demandan una mejor gestión de los recursos hídricos para enfrentar las problemáticas vinculadas al agua. La sequía es un fenómeno espacio-temporal muy dinámico y complejo de monitorear y gestionar. Su ocurrencia, recurrencia e intensidad se registra en diferentes regiones geográficas de Argentina de manera variable. El suroeste de la provincia de Buenos Aires se caracteriza por presentar a nivel climático alternancia de períodos húmedos y secos. Estos últimos originan eventos de sequía de diferente duración e intensidad. En los últimos años se ha avanzado de forma sustancial en su estudio y caracterización. Sin embargo, cuando se evalúa la gestión del riesgo enfocado a la sequias las investigaciones resultan iniciales y escasas. Por este motivo, el objetivo de este trabajo es caracterizar los eventos de sequía que afectaron la cuenca del arroyo Cura Malal Grande (vertiente nororiental del Sistema de Ventania) durante el período 1951-2020 e identificarlas normativas e instituciones y sus acciones en relación con la gestión del riesgo de sequías en el marco de la Gestión Integrada de Recursos Hídricos (GIRH). Para identificar y caracterizar los eventos se analizó la variación del SPEI a una escala de 3 meses. Paralelamente, se realizó una revisión de normativas, instituciones y acciones llevadas a cabo a nivel nacional, provincial y local vinculadas al agua y su gestión. El análisis propuesto permitió comprender el enfoque de gestión del riesgo asociado a las sequias existente en los diferentes niveles administrativos del Estado. Se observa la necesidad de incorporar enfoques prospectivos y correctivos a la gestión del riesgo asociado a la sequía para enfrentarlos desafíos que, desde las instituciones y normativas, supone la implementación de acciones en el marco de la GIRH.

Climate variability and Climate Change demand better management of water resources to address problems related to water. Drought is a very dynamic space-time phenomenon that is complex to monitor and manage. Its occurrence, recurrence and intensity are recorded in different geographical regions of Argentina in a variable manner. The southwest of the province of Buenos Aires is characterized by alternating humid and dry periods at a climatic level. The latter originate drought events of different duration and intensity. In recent years, substantial progress has been made in its study and characterization. However, when risk management focused on drought is evaluated, research is initial and scarce. For this reason, the objective of this work is to characterize the drought events that affected the Cura Malal Grande stream basin (northeastern slope of the Ventania System) during the period 1951-2020 and to identify the regulations and institutions and their actions in relation to the drought risk management in the framework of IWRM. To identify and characterize the events, the variation of the SPEI was analyzed on a 3-month scale. At the same time, a review of regulations, institutions and actions carried out at the national, provincial and local levels related to water and its management was carried out. The proposed analysis allowed us to understand the risk management approach associated with droughts existing at the different administrative levels of the State. the need to incorporate prospective and corrective approaches to the management of the risk associated with drought is observed to face the challenges that, from the institutions and regulations, suppose the implementation of actions within the framework of IWRM.
