Agricultura familiar y el rol del Estado

Abstract

La agricultura familiar es un sector productivo que representa el 83% del total de explotaciones agropecuarias de Santiago del Estero (Argentina), estableciéndose como un importante sector proveedor de alimentos. En esta ocasión, y a partir de la realización de entrevistas y observaciones directas en las visitas al campo, se presenta la experiencia de una familia radicada en el departamento Banda, asociada a la transformación de una economía de subsistencia en un emprendimiento agrícola, donde el Estado tuvo un rol clave en los cambios producidos al interior del predio gracias a la incorporación de tecnología y en la creación de nuevos mercados locales asociados a los circuitos cortos de comercialización durante el periodo 2003-2018. Como principal aporte se plantea la presencia del Estado como constructor y dinamizador de los procesos de producción y comercialización de la agricultura familiar, que permite a los actores concretar y sostener un proyecto propio e independiente.

A agricultura familiar é um setor produtivo que representa 83% de todas as fazendas de Santiago del Estero (Argentina), estabelecendose como um importante setor fornecedor de alimentos. Nesta ocasião, apresenta-se um exemplo no departamento de Banda associado à transferência de uma economia de subsistência para a constituição de um projeto agrícola familiar onde o Estado teve um papel fundamental nas mudanças produzidas dentro da fazenda graças à incorporação de tecnologia e a criação de novos mercados locais associados a circuitos curtos de comercialização no período 2003-2018. A metodologia utilizada é do tipo qualitativo que contempla a realização de entrevistas e observações diretas durante as visitas de campo.

Family farming is a productive sector that represents 83% of all agricultural farms in Santiago del Estero (Argentina), setting up as an important food supplier sector. In this case, an experience of family in Banda department is presented, around transfer of subsistence economy to family farming project, where the State had a key role in changes produced inside the farm due the incorporation of technology and the creation of local markets and short commercialization circuits in the period 2003-2018. The methodology used was qualitative, while the techniques were field visits, in-depth interviews, and direct observations.
