La construcción de identidades político-profesionales en la Dirección General de Cultura y Educación de la Provincia de Buenos Aires: Perfiles, trayectorias y discursos de la gestión educativa de la Alianza Cambiemos

Abstract

The following work aims to analyze the construction of identities within the Dirección General de Cultura y Educación de Buenos Aires (DGCyE) during the period of the Alianza Cambiemos. For this we will focus, on the one hand, on the study of the trajectories and political-professional profiles of the executive officers of the provincial educational government agency, and on the other hand, on the representations and speeches on educational policy of the officials during the mentioned period. For this, interviews conducted in 2016 with officials from the first and second lines of the of de educational governmental institution of Buenos Aires, who have occupied areas of central weight after the General Directorate of Culture and Education and the minister unit, were used. In this way, the heterogeneous and diverse nature of the composition of the state bureaucracy, and the subjects and subjectivities that compose it, is manifested. Both, the reconfiguration of the trajectories, the profiles and the speeches of the officials, account for the plurality of the identity composition of the educational management of the Alianza Cambiemos. There is a complex overlap and overlap between the different social, professional and political spaces in the experiences and careers that make up the official profiles of the Buenos Aires administration. In turn, trust and closeness are presented as important elements in the modalities of access to the public function. On the other hand, the speeches and representations of the officials have allowed us to understand certain key dimensions around the educational political agenda, the problems to be solved and the relationships with other educational and political actors.

El siguiente trabajo se propone analizar la construcción de identidades al interior de la Dirección General de Cultura y Educación de Buenos Aires (DGCyE) durante el período de la Alianza Cambiemos. Para esto nos centraremos, por un lado, en el estudio de las trayectorias y perfiles político-profesionales de los funcionarios directivos del organismo educativo provincial, y, por otro lado, en las representaciones y discursos en materia política educativa de los funcionarios durante el período mencionado. Para esto, se utilizaron entrevistas realizadas en el año 2016 a funcionarios de primeras y segundas líneas del organismo educativo bonaerense, que han ocupado áreas de peso central en la Dirección General de Cultura y Educación y la unidad ministro. Se manifiesta el carácter heterogéneo y diverso de la composición de la burocracia estatal, y los sujetos y subjetividades que la componen. Tanto la reconfiguración de las trayectorias, los perfiles y los discursos de los funcionarios, dan cuenta de la pluralidad de la composición identitaria de la gestión educativa de la Alianza Cambiemos. Existe una compleja imbricación y superposición entre los diferentes espacios, sociales, profesionales, políticos en las experiencias y trayectorias que componen los perfiles funcionarios de la administración bonaerense. A su vez, la confianza y cercanía se presentan como elementos de importancia en las modalidades de acceso a la función pública. Por otra parte, los discursos y representaciones de los funcionarios nos han permitido comprender ciertas dimensiones claves en torno a la agenda política educativa, las problemáticas a resolver y las relaciones con otros actores educativos y políticos
