La acción de Obras Sanitarias de la Nación en Mendoza: infraestructura y saneamiento entre acuerdos y conflictos (1918-1928)

Abstract

En este artículo nos proponemos analizar la gestión de Obras Sanitarias de la Nación en Mendoza durante el periodo de gobernaciones lencinistas, haciendo hincapié en el vínculo Nación- Provincia. Nos interesa indagar en un período signado por fuertes conexiones iniciales entre esas escalas y por momentos de ruptura marcada por las intervenciones federales que se suscitaron en Mendoza. Pero que además está atravesado por la creciente profesionalización de los equipos estatales. Específicamente abordaremos la vinculación entre autoridades provinciales y nacionales en relación con la propuesta y ejecución de políticas públicas de ampliación y mejoramiento de las redes de servicios sanitarios. El trabajo observará acciones conjuntas, el rol de los vecinos, la visibilidad de agentes claves en las negociaciones, así como las formas de resolver conflictos o llegar a acuerdos. Las fuentes sobre las que nos apoyamos son la prensa local, documentos oficiales editados por el Ejecutivo provincial, documentación gráfica de la repartición nacional y diarios de sesiones legislativas.

In this article, we intend to analyze the management of Obras Sanitarias de la Nación in Mendoza during the period of Lencinist governments, emphasizing the Nation-Province link. We are interested in investigating a period marked by strong initial connections between these scales and by moments of rupture marked by the federal interventions that arose in Mendoza. But it is also affected by the growing professionalization of state teams. Specifically, we will address the link between provincial and national authorities in relation to the proposal and execution of public policies for the expansion and improvement of health service networks. The work will observe joint actions, the role of neighbors, the visibility of key agents in the negotiations, as well as ways to resolve conflicts or reach agreements. The sources on which we rely are the local press, official documents published by the Provincial Executive, graphic documentation of the national distribution and newspapers of legislative sessions.
