El carácter dependiente del capitalismo argentino y el mandato exportador

Abstract

Este artículo aborda las limitaciones al desarrollo que presenta la economía argentina en su carácter de dependiente. En las últimas décadas se consolidó la inserción externa primaria, que requirió de reformas que se han sostenido en el tiempo. Esa inserción implicó una nueva forma, amplificada, de restricción externa. Sin embargo, la heterodoxia neodesa-rrollista pretende superarla abrazando el mandato exportador en un sentido semejante a la ortodoxia neoliberal. Reforzar la inserción primaria sirve para captar renta de la tierra y aliviar temporalmente la superexplotación de la fuerza de trabajo, al costo de reforzar los mismos mecanismos que inducen a una situación más vulnerable, en términos sociales y ambientales. Este artículo se centra en las severas limitaciones para pensar que el mandato exportador puede resolver ciertos problemas acuciantes de la Argentina, desde una mirada de economía política.
