Víctimas y victimarios ambientales en Buenos Aires

Abstract

I compare a few contemporary hegemonic representations of the inhabitants of villas (shantytowns) in the Buenos Aires Metropolitan Area that support a set of practices and policies. I will contrast the traits attributed to the victims of the MatanzaRiachuelo river basin –who are being relocated in accordance with a Supreme Court verdict– and the carreros (“cart drivers”): scrap merchants who use horses to carry out their work. The dominant conceptions regarding both groups correspond to a cultural characterization: being an environmental victim or victimizer. The urban poor are described with attributes selected either for their recognition or exclusion.
