Abstract

En este artículo ponemos en diálogo los procesos de definición de los/las destinatarios/as de dos políticas públicas contemporáneas del Área Metropolitana de Buenos Aires: los Programas Federales de Construcción de Viviendas y las relocalizaciones en el marco de la política de saneamiento de la cuenca Matanza-Riachuelo. El objetivo es el de identificar qué categorías cobran centralidad a la hora de definir quiénes serán relocalizados y, puntualmente, preguntarnos si la cuestión de riesgo ambiental, que ha cobrado centralidad en los últimos años, ha cambiado de algún modo las reglas de acceso a un bien escaso, como lo es la vivienda estatal. La metodología investigativa que sustenta este artículo es el enfoque cualitativo y, específicamente, la perspectiva etnográfica.

In this article we put into dialogue the processes of definition of the recipients of two contemporary public policies of the Metropolitan Area of Buenos Aires: the Federal Housing Construction Programs and the relocations within the framework of the watershed sanitation policy. Matanza-Riachuelo. The objective is to identify which categories are central when defining who will be relocated and, specifically, to ask ourselves if the issue of environmental risk, which has become central in recent years, has somehow changed the rules of access to a scarce good, such as state housing. The research methodology that supports this article is the qualitative approach and, specifically, the ethnographic perspective.
