La cuestión ambiental en la Cuenca Matanza Riachuelo

Abstract

La visión ambiental más establecida describe a la CMR como una de las más contaminadas del mundo. A diferencia de los eventos de contaminación puntuales, que son catastróficos y rápidamente reclaman soluciones, la contaminación crónica, aun si sus consecuencias resultan tanto o más graves, es apenas tratada por los medios de comunicación masivos y se presenta en general desconectada de sus causas. La fragmentación territorial, la artificialización del paisaje, los asentamientos precarios y la infraestructura deteriorada contribuyen a consolidar la imagen de una cuenca degradada, marginal, abandonada, y peor aún, irrecuperable. Las soluciones deberán partir de diagnósticos mutidisciplinarios que incluyan los aspectos económicos, sociales, ecológicos, sanitarios y urbanos y aprovechen las extensas áreas verdes y de humedal que persisten en la cuencas media y superior, con niveles moderados de contaminación y todavía poco modificadas. Es posible desarrollar un plan integral articulando componentes regionales, actores sociales e intereses económicos, para restaurar la calidad ambiental del territorio y mejorar las condiciones de vida de la población, aunque ello requiera una visión a gran escala y un esfuerzo sostenido en el tiempo.
