Inserción laboral, ciclo económico y pobreza en los hogares argentinos (2003-2014): algunos apuntes para el cumplimiento de los ODS 1 y 8

Abstract

En el capitulo se abordan las restricciones estructurales que dificultan la acción del Estado argentino para el cumplimiento de los ods 1 y 8, al analizar retrospectivamente la situación de pobreza de los hogares según la tipología de inserción laboral de sus miembros (formal e informal) y según su composición sociodemográfca, controlada por otras variables que impactan en el nivel de ingresos laborales y no laborales del hogar durante cuatro momentos representativos del ciclo posterior a la crisis de 2001-2002: la fase inicial de recuperación económica (2003), la fase de auge (2008), el agotamiento de las fuentes de crecimiento (2011) y la fase de estancamiento (2014). Los resultados de este análisis se suman a una literatura que en los últimos años ha sostenido que una reducción significativa de la pobreza no es posible, pese a una política social expansiva (en términos de extensión y montos garantizados), a menos que se transforme el sistema productivo con el fin de reducir los rasgos estructurales de informalidad que caracterizan al mercado laboral argentino.
