Programa Mais Médicos y capital humano en Argentina: ¿Fuga de cerebros en el sector salud?

Abstract

El programa Mais Médicos (2013) de Brasil intentó atraer médicos a las zonas rurales y periféricas de aquel país a partir de la inmigración de estos profesionales. Su creación generó una extendida preocupación en las zonas de frontera de Argentina por la potencial fuga de cerebros (emigración de profesionales calificados) en el sector salud. En este trabajo brindamos evidencia sobre este tópico. La estrategia de identificación explota el timing plausiblemente exógeno en la implementación del programa y los diferentes grados de proximidad de las provincias argentinas con respecto a Brasil. Los resultados sugieren que, a pesar de la extendida creencia de una fuga de cerebros hacia Brasil, la disponibilidad de médicos no mostró una reducción significativa, luego del programa, en las zonas de frontera. Esto es robusto frente a múltiples checks y placebos. Desde una óptica de equidad territorial, no hay evidencia de que la creación del programa haya contribuido a ampliar las disparidades regionales en Argentina (i.e. menos médicos en la región más pobre).
