Posmarxismo y Análisis de Políticas Públicas: Fundamentos ontológicos, bases epistemológicas y estrategias metodológicas para el estudio de políticas desde la teoría política del discurso

Abstract

Este artículo propone una novedosa articulación entre el estudio de políticas públicas y una perspectiva posmarxista de raigambre lacaniana como la teoría política del discurso. A partir del fundamento ontológico que afirma la presencia de una materialidad negativa que orada la realidad social discursivamente construida, se propone una problematización política y no meramente técnica o instrumental de las políticas públicas. El análisis posmarxista se dirige al cúmulo de prácticas socio-discursivas orientadas a sobredeterminarlas, a través de las disputas y consensos políticos en torno a los modos de significar a los problemas sociales en cuestión y sus posibles soluciones. Si bien para un análisis posmarxista es factible y deseable la propuesta de políticas, de ninguna manera ello es concebido como una práctica orientada a subsumir al momento de la Decisión Política (en un terreno indecidible) a las pretensiones normativas de la ciencia política.

This paper proposes an innovative link between the study of public policy and a Lacanian-post-Marxist perspective like the political discourse theory. From the ontological basis that affirms the presence of a negative materiality that prayed the discursively constructed social reality, a not merely technical or instrumental problematization of public policy is proposed. The post-Marxist analysis leads to the cumulus of socio-discursive practices aimed to over-determinate through disputes and political consensus on ways to signify the social issues involved and its possible solutions. While for a post-Marxist policy analysis is feasible and desirable policy proposal, by no means it is conceived as a strategy to subsume the Political Decision (in an undecidable terrain) to the normative claims of the political science
