Transformaciones socioeconómicas en torno a la extracción de hidrocarburos no convencionales. El caso de YPF S.A. en Vaca Muerta

Abstract

En este artículo se realiza un estudio de caso de YPF S.A. en base a un análisis cualitativo de triangulación de distintas fuentes de información, para caracterizar los cambios tecno-productivos y principales conflictos y tensiones que ha generado la actividad no convencional en el territorio. Se parte de la hipótesis de que éste nuevo ciclo productivo implica un proceso de modernización tecnológico, con potencialidad para fortalecer un desarrollo endógeno, pero asociado a una mayor conflictividad por el deterioro socioambiental y las disputas territoriales. El trabajo rastrea la trayectoria histórica de YPF en la Cuenca Neuquina y sus transformaciones producto del desarrollo de los HNC. Luego, se analizan los principales conflictos y tensiones identificados. Los resultados reflejan que el proceso de explotación de HNC ha generado un catch-up tecnológico, con acumulación de capacidades locales, pero todavía dependiente de tecnología y know-how externo, mientras que los conflictos de alta intensidad se asocian a disputas territoriales y socioambientales.

This article analyses the case of YPF SA based on a qualitative analysis of triangulation of different sources of information, to characterize the techno-productive changes and main conflicts and tensions that non-conventional activity has generated in the territory. It is based on the hypothesis that this new productive cycle implies a process of technological catch-up, with the potential to strengthen endogenous development, but associated with greater conflict due to socio-environmental deterioration and territorial disputes. The work traces the historical trajectory of YPF in the Neuquén basin, and its transformations product of the development of the UH. Then, the main conflicts and tensions identified are analyzed. The results reflect that the UH exploitation process has generated a technological catch-up, with accumulation of local capacities, but still dependent on external technology and know-how, while high intensity conflicts are associated with territorial and socioenvironmental disputes.
