Seguridad, defensa y ciudadanía en sociedades democráticas

Abstract

El objetivo de este texto es debatir algunos de los problemas que plantea la cuestión de la seguridad en América Latina.Las preguntas que guían el trabajo refieren a la situación de la democracia y la cooperación regional y se interroga si ese panorama alienta un rol democrático para las FF.AA. Se cuestionan los paradigmas de seguridad predominantes, los obstáculos para la cooperación regional en defensa y las nuevas misiones atribuidas a las fuerzas armadas en América Latina. Vinculado a este último punto se trata sobre la policialización creciente de los militares y el aumento de tareas de orden público atribuidos a las fuerzas armadas. Se esbozan las consecuencias que ello tiene para ambas instituciones (la militar y la policial). Finaliza señalando los desafíos que enfrentan los países de la región y la importancia del orden legal para arribar a una mejor solución en el campo de la seguridad.

The objective of this text is to discuss some of the problems posed by the issue of security in Latin America. The questions that guide the piece refers to the situation of democracy and regional cooperation, and it question whether that scenario encourages a democratic role in the Armed Forces. The chapter discusses the prevailing security paradigms, the obstacles to regional cooperation in defense, and the new missions attributed to the armed forces in Latin America. Linked to this last point is the increasing policing of the military and the increase in public order tasks attributed to the armed forces. The consequences that it has for both institutions (the military and the police) are outlined. It concludes by pointing out the challenges faced by the countries of the region and the importance of the legal order to arrive at a better solution in the field of security.
