Abstract

El capítulo expone los avances en desarrollo sostenible. A los fines analíticos y expositivos, el desarrollo sostenible se analiza en función de cinco dimensiones fundamentales: (1) crecimiento económico; (2) desarrollo humano; (3) transición demográfica; (4) ambiente y (5) infraestructura institucional de la economía. El énfasis está puesto, sobre todo, en el crecimiento y la convergencia con los países desarrollados, la transición demográfica y el ambiente. Se otorga particular importancia a los conceptos de mayor relevancia para los desafíos económicos que típicamente enfrenta un país del nivel de desarrollo de la Argentina. Asimismo, se identifican algunas de las deficiencias importantes que retrasan nuestro desarrollo. Se enfatiza que los estudios de crecimiento tradicionalmente tienen una concepción muy simplificada de la dimensión inter-temporal al no otorgar suficiente relevancia a dos aspectos: el ambiente y la demografía. Se argumenta que, gracias en parte a las críticas de los estudiosos del desarrollo, estos dos aspectos están hoy mucho más presentes y, cada vez más, se generaliza la idea de que es esencial evaluar, por un lado, que el crecimiento esté en armonía con la transición demográfica y, por otro, que el incremento del ingresos no sea a costa del agotamiento de los recursos naturales o la contaminación ambiental. Se examinan las razones por las que el desarrollo sostenible impulsado por las Naciones Unidas es útil en este sentido.
