Abstract

Este trabajo estima el grado de focalización de la Asignación Universal por Hijo y la incidencia directa de ese programa sobre los niveles de pobreza y desigualdad de ingreso. El impacto estimado es el directo, en cuanto se ignoran los potenciales efectos indirectos que surgirían de cambios en el comportamiento de los distintos actores (trabajadores, familias, empresas, el propio Estado) ante la presencia de la nueva política. El impacto directo es el único estimable con pocos supuestos metodológicos, y probablemente el principal en términos de tamaño y el que determina la dirección o signo del efecto.
