Heterogeneidad estructural: origen y mutaciones de la problemática frente a las fases de internacionalización del capital

Abstract

El objetivo de este trabajo es analizar la evolución del pensamiento estructuralista latinoamericano a la luz de los cambios en la internacionalización del capital. Los pioneros de la literatura estructuralista, incluyendo los precursores del pensamiento de la CEPAL, analizaron las implicancias del carácter especializado y heterogéneo de una estructura económica periférica como la argentina en el contexto de la configuración de la economía mundial de la segunda postguerra. De acuerdo a estos autores, el crecimiento económico estaba limitado por una inserción tardía y dependiente en el sistema global de centro-periferia. Esto se expresaba en la famosa ley sobre la tendencia a la disminución de los términos de intercambio y en la reproducción persistente de la heterogeneidad estructural. A partir de los años ´70 ciertos autores estructuralistas prestaron atención a las estrategias de las Corporaciones Multinacionales como determinante principal de las asimetrías estructurales durante la industrialización de posguerra. Esta línea de investigación, que combina las limitaciones estructurales para el desarrollo y los procesos de concentración / descentralización ha sido descuidada desde los años ´80. Desde finales de los años ´90 el enfoque de cadenas globales de valor ha devenido en el centro de interés de varios enfoques de desarrollo, sin embargo no ha sido analizado con un enfoque centro-periferia estructural.

The main objective of this paper is to analyze the evolution of Latin American Structuralist Thought face to changes in capital internationalization. Structuralist pioneers’ authors, including CEPAL scholars, analyzed the development implications of specialized and heterogeneous economic structure in a periphery country (as Argentine) during the postwar trade internationalization period. According to these authors, the economic growth was limited by the later and dependent internationalization in a center-periphery global system. This process was expressed in the decreasing terms of trade hypothesis and in the persistent reproduction of struc-tural heterogeneity in underdeveloped countries. After 70’s certain structuralist authors focused on Multinational Corporation strategies as the main determinant of structural asymmetries during postwar industrialization. This research approach, which combines structural constraints to development and concentration/ decentralization processes, has been neglected since 80s. Since late 90s global value chain approach has been the center of interest of several development approaches but it has not been analyzed within a structural center-periphery approach.
