La “guerra comercial” como desafío al orden liberal internacional

Abstract

La llegada de Trump al gobierno de EEUU produjo un punto de quiebre en la historia de la política comercial externa de este país. Tres pilares de la política comercial externa que -con distintos matices- fueron sosteni-dos por las administraciones previas, tuvieron un cambio sustantivo a partir de la asunción del nuevo go-bierno Republicano en enero 2017. El apoyo al libre comercio como orientación en las relaciones comerciales externas, la elección de los canales multilaterales como modalidad principal, y el accionar vía reciprocidad difusa, fueron reemplazados, respectivamente, por la adopción de ideas mercantilistas, el bilateralismo y la reciprocidad específica.
