Guerra comercial y América Latina

Abstract

El gobierno de Donald Trump, que expresa un fortalecimiento de las fuerzas "nacionalistas-americanistas" en Estados Unidos, ha declarado la guerra comercial al mundo. Con ello, se puso en marcha un giro proteccionista y un bilateralismo comercial que sirve para proteger e incentivar al conjunto de capitales no competitivos en términos globales, recuperar la base industrial nacional, intentar controlar el déficit comercial mientras se profundiza el estímulo fiscal y establecer negociaciones político estratégicas, tanto en materia tecnológica como geopolítica, que aseguren la primacía estadounidense. Ello se resume en el eslogan "America first" de la actual administración. A partir de este prisma, en el presente artículo se busca analizar los impactos y dinámicas de la guerra comercial en América Latina, observando: aspectos de la relación comercial de Estados Unidos con la región; la repercusión de las medidas arancelarias y para-arancelarias; la renegociación del TLCAN; los condimentos geopolíticos de las negociaciones comerciales; la firma del CPTPP; los movimientos políticos contrarios a la retomada de la hegemonía estadounidense en la región y el avance de China en América Latina.

The government of Donald Trump, which expresses a strengthening of the "nationalist-Americanist" forces in the United States, has declared the world?s commercial war. With it, it was launched a protectionist turn and a trade bilateralism that serves to protect and incentivize the set of non-competitive capitals in global terms, recover the national industrial base, try to control the trade deficit while deepening the fiscal stimulus and establish strategic political negotiations, both in technological and geopolitical matters, to ensure United States primacy. This is summarized in the slogan "America first" of the current administration. Based on this prism, this article seeks to analyze the impacts and dynamics of the trade war in Latin America, observing: aspects of the United States commercial relationship with the region; the impact of tariff and para-tariff measures; the renegotiation of NAFTA; the geopolitical condiments of commercial negotiations; the signature of the CPTPP; the political movements opposed to the resumption of United States hegemony in the region and the advance of China in Latin America.
