MERCOSUR, UNASUR, ALADI y CELAC son las organizaciones supraestatales de integración regional que más Estados y población agrupan. Desde ellas se han tratado de realizar diversas políticas de integración y desarrollo, también en materia laboral. Aplicando la teoría de los modelos de integración material (población, recursos) y formal (Estados) de las naciones americanas, analizamos las contradicciones de la integración y el desarrollo de la fuerza de trabajo latinoamericana entre 1990 y 2020. Cada organización ha implementado políticas laborales disímiles, el MERCOSUR ha sido la única que ha logrado cerrar una política laboral propia. En el marco de la dialéctica de Estados regional, los modelos de integración material son tan divergentes (expansivos o contractivos, generalizados o especializados, unilineales u omnilineales), y los de integración formal (lationamericanistas o suramericanistas) tan difíciles de acompasar, sobre todo por la confluencia entre legislación sobre migraciones internas y modelos de legislación laboral.
MERCOSUR, UNASUR, ALADI and CELAC are the supra-state regional integration organizations that group the most States and population. Since they have tried to carry out various integration and development policies, also in labour matters. Applying the theory of the material (population, resources) and formal (States) integration models of the American nations, we analyze the contradictions of integration and the development of the Latin American workforce between 1990 and 2020. Each organization has tried to implement dissimilar labour policies, although MERCOSUR has been the only one that has managed to close its own labour policy. In the framework of the regional dialectic of States, the models of material integration are as divergent (expansive or contractive, generalized or specialized, unilinear or omnilinear), and those of formal integration (Latin American or South American) as difficult to match, especially because of the confluence between legislation on internal migration and labour registration models.
