Hidroelectricidad y empresa pública en la norpatagonia argentina

Abstract

El estudio de la empresa estatal de energía Hidroeléctrica Norpatagónica -HIDRONOR S.A.-, creada en el año 1967 y privatizada en 1993, nos permite un acercamiento importante al tratamiento de las motivaciones, tanto socioeconómicas como políticas, que impulsaron su creación, así como a los debates a que diera lugar su evolución posterior, derivados del enfrentamiento entre aquellos que creían en la posibilidad de mantener un criterio de intervencionismo estatal coherente y sistemático, vinculado al desarrollo regional, y aquellos otros que priorizaban solamente la necesidad de cubrir el déficit energético que afectaba a la zona del Gran Buenos Aires-Litoral por la insuficiencia de los emprendimientos termoeléctricos hasta entonces predominantes, basados en el uso de recursos no renovables como el petróleo y el carbón. Ello potenció la construcción de centrales alimentadas por los ríos norpatagónicos, tarea que emprendió el Estado nacional ante el manifiesto desinterés de la iniciativa privada, al menos en la etapa de construcción de las obras, tema éste que cambiaría radicalmente al momento de su privatización, cuando las centrales hidroeléctricas estaban en pleno funcionamiento. En ese marco, nos proponemos analizar los diferentes factores que permitieron a esta empresa pública, pese a los importantes cambios políticos que sufriera el país en la alternancia de gobiernos democráticos y dictatoriales, mantener una significativa rentabilidad y una marcada eficiencia en cuanto al cumplimiento de su función específica de producción energética.
