A dinâmica política do Processo de Reorganização Nacional (Argentina, 1976-1983)

Abstract

El trabajo sistematiza los principales rasgos que caracterizaron la dinámica política de la última dictadura militar argentina (autodenominada Proceso de Reorganización Nacional - 1976-1983). Para ello, explica de qué forma los elencos procesistas pretendieron evitar los errores de la dictadura de la Revolución Argentina (1966-1973), su antecesora inmediata y su principal referente, mediante la adopción de un modelo institucional complejo (?esquema de poder?) regido por dos reglas fundamentales: la supremacía de la Junta Militar sobre el presidente y el reparto tripartito del poder. Asimismo, identifica y analiza los factores que transformaron un modelo diseñado para neutralizar los conflictos internos y evitar la concentración del poder, en el principal foco de inestabilidad del régimen militar, que presentaría una dinámica radicalmente opuesta a la deseada atentando contra el cumplimiento de varios de sus objetivos más importantes. El trabajo sostiene que la particular dinámica política que caracterizó a la última dictadura militar argentina fue resultado de la combinación de estos dos niveles, el del modelo institucional y el de los actores, articulados históricamente en sucesivos y cambiantes contextos políticos.
