Poder y regulación urbana: el retroceso en la normativa de usos del suelo en la ciudad de La Plata (1995-2015)

Abstract

El presente trabajo analiza la reforma de la normativa urbana de la ciudad de La Plata en el año 2010. El proceso es abordado desde una perspectiva de política urbana, que considera que toda decisión pública encuentra origen y es mediada por un entramado, donde existe una correlación de fuerzas particular entre los actores y límites difusos entre lo público y lo privado. En diálogo con el enfoque de la economía política cultural del poder urbano, nos interrogamos sobre cuáles fueron las estrategias materiales y discursivas desarrolladas por los impulsores de la reforma para conformar una coalición de poder urbano con capacidad para incidir sobre la orientación de la nueva normativa.

This paper analyse the reform of urban regulations in the city of La Plata in 2010. The process is approached from an urban policy perspective, which considers that every public decision finds its origin and is mediated by a network, where there is a particular correlation of forces between actors and diffuse boundaries between public and private. In dialogue with the focus of the cultural political economy of urban power, we question ourselves about the material and discursive strategies developed by the promoters of the reform to form a coalition of urban power with the capacity to influence the orientation of the new regulations.
