Ilegalismos, Covid y prácticas de aislamiento en Buenos Aires y Río de Janeiro

Abstract

Nos interesa avanzar en mostrar los modos en que se generaron nuevas negociaciones (e ilegalismos) dentro de esas sociedades a partir de sus mercados y con las personas que viven de actividades (i)legales. Nos interesa, más específicamente, aquellos que involucran a los mercados llamados informales, alternativos, entre otras formas de nombrarlos. Como es sabido, en diferentes partes del planeta (tanto en el "Norte" como en el "Sur"), estos mercados ‒entendidos tanto en su vertiente material como simbólica‒ se estructuran de distintos modos. Nos interesa pensar cómo la pandemia (esto es el virus, las normas, sus efectos y las negociaciones) puede haber afectado a los vendedores ambulantes en las regiones metropolitanas de Río de Janeiro y Buenos Aires. Ello implica entonces centrarse, sobre todo, en las cuestiones políticas, pero también sociales. Además de las expresiones (i)legales que se han observado en un lugar y en el otro, ello involucra comprender los distintos modos de conjugar la necesidad de existir de la gente y cómo, al final, fue posible para las personas lidiar con las dificultades impuestas por el contexto pandémico. La comparación entre Río de Janeiro y Buenos Aires resulta iluminadora en varios sentidos. Por una parte, porque las medidas tomadas por los gobiernos nacionales de los dos países federales han sido las opuestas. Por otra, porque las dos sociedades, por el lugar que ocupa el derecho en términos de referente de las acciones de los actores sociales, son distintas.
