Abstract

Este capítulo estudia el impacto que las políticas comunes de seguridad y defensa(PCSD) de la Unión Europea tuvieron sobre las definiciones de defensa en AméricaLatina. El proceso de democratización que se inicia en la región a fines de ladécada de los años setenta enfrentaba el desafío de desmilitarizar a cada unode los países que transitaban desde las dictaduras militares a las incipientesdemocracias. La mayoría de los gobiernos latinoamericanos tenía pocasherramientas para disminuir el poder de las fuerzas armadas que habían tenidoun rol determinante en la historia pasada. Uno de los recursos que contribuyó afortalecer a los nuevos gobiernos civiles fue la disminución de las hipótesisde conflicto que marcaron las relaciones bilaterales. Para logarlo, estosnuevos gobiernos recurrieron al ejemplo de la Europa occidental que pudosuperar las guerras por medio de la cooperación. Específicamente, las Medidasde Fomento de la Confianza y la Cooperación (CSBM) que Europa desarrolla paraallanar la rivalidad entre el Este y el Oeste, fueron un instrumento valiosopara fomentar una nueva visión de la defensa latinoamericana.
