Fragmentación partidaria: una mirada de largo plazo

Abstract

El trabajo se propone revisar brevemente el trayecto del sistema partidario durante los 100 años que siguieron a la instauración del sufragio masculino "universal", un hito clave en la política argentina y su régimen democrático. Haciendo especial énfasis en la fragmentación del sistema partidario. Se muestra que, contra la generalizada idea de un sistema bi-partidario, el sistema de partidos argentino aparece mejor descripto como un bipartidismo extendido, cercano, o bien superando incluso el tripartidismo según el indicador que se apunte. La denominación acuñada por Blondel (1968) de dos partidos y medio parece una mejor aproximación a la estructura de competencia partidaria en el país. Por otra parte, y también contra una idea arraigada, no se puede aseverar sin más que el sistema se está fragmentando y dejando atrás su condición bipartidista. En particular, porque lo que se observa es un comportamiento caracterizado por fuertes movimientos espasmódicos. En otras palabras, si bien la fragmentación no es un dato irrelevante, es necesaria una explicación y pronóstico acerca de la forma espasmódica que muestra la serie.
