Percepción social del riesgo ambiental y vulnerabilidad

Abstract

Cuando se habla de percepción social del riesgo ambiental, difícil resulta escapar de citar la obra de Ulrich Beck La Sociedad del Riesgo: hacia una Nueva Modernidad (1996). Este autor resumió el concepto de sociedad del riesgo como: "...describe una fase del desarrollo de la sociedad moderna en la que los peligros sociales, políticos, ecológicos e individuales creados por el impulso de innovación escapan cada vez más a las instituciones de control y protección de la sociedad industrial". Debe mencionarse que hacia comienzos del siglo XX, disciplinas urbanísticas y sanitaristas dejaron de plantear la erradicación de los riesgos,resignando su carácter irreductible, para dar paso a una integración, en lo que pretende ser el manejo del riesgo (Fernández, 1996). Esto implica una gran brecha entre lo que puede considerarse un riesgo socialmente inaceptable que pretende ser erradicado, con un riesgo ambiental aceptado que pretende ser controlado a partir de la aplicación de una serie de mecanismos o normas de seguridad y control.
