Abstract

La localidad de Ingeniero White (Argentina) se ubica en el suroeste de la provincia de Buenos Aires. En los últimos cinco años se han registrado en el área numerosas situaciones sinópticas que involucraron altas velocidades de viento. Entre ellas se destacan dos sucesos en el año 2010 por las consecuencias destructivas y el efecto sobre los bienes personales de los habitantes y las construcciones e infraestructura de esta ciudad portuaria. El objetivo del trabajo es determinar los efectos de viento fuerte sobre las construcciones e infraestructura urbana y el estado de tiempo típico asociado a cada evento. Para ello se analizó la situación sinóptica generadora de los dos eventos del año 2010 que provocaron daños muy importantes a la población de Ingeniero White. Se utilizaron datos meteorológicos de estaciones localizadas en el área urbana y se emplearon cartas del tiempo del Servicio Meteorológico Nacional (Argentina) y del INPE-CPTEC (Brasil) para realizar el análisis analítico y sinóptico. Se identificaron las masas de aire y frentes y se reconocieron las características típicas del estado de tiempo que generó los vientos fuertes. Los perjuicios provocados por las fuertes ráfagas sobre el área urbana fueron evaluados y cartografiados para determinar las zonas más afectadas. En enero y diciembre del año 2010 se produjeron dos situaciones sinópticas en las que viento de dirección S-SO alcanzó ráfagas de 101,5 km/h (5/01) y 112,7 km/h (7/12) ocasionando graves daños en el sector urbano edificado. El estado de tiempo generador presentó las características típicas de un Pampero. Los efectos principales detectados en construcciones e infraestructura fueron voladuras de techos y averías en las edificaciones localizadas en la zona central del área urbana que se vinculan directamente con el tipo de material y con un estado de mantenimiento deficitario. La cartografía obtenida demostró que los efectos destructivos presentaron un patrón de distribución con dirección sur-nornoroeste acorde a la trayectoria de los desplazamientos frontales que sucedieron en las dos situaciones sinópticas analizadas en este trabajo.

The town of Ingeniero White (Argentina) is located in the southwest of the Buenos Aires province. In the last fi ve years there have been numerous synoptic situations that involved high wind speeds. Among them, two events that occurred in 2010 were signifi cant because of the destructive consequences on the property, buildings and infrastructure of this port city. The purpose of the study was to determine the effects of strong wind on buildings and urban infrastructure and the weather condition associated with each event. Therefore, the synoptic situations that generated the two events in 2010 were analyzed though the weather charts from the National Weather Service (Argentina) and CPTEC INPE (Brazil). We identifi ed air masses, fronts and the weather characteristics that generated winds of this speed. Also, we used meteorological data from stations located in urban areas. The damages caused by strong gusts were evaluated and mapped to determine the most affected areas. In January and December of 2010 there were two situations in which gusts of S - SW direction reached 101.5 km/h (5/01) and 112.7 km/h (7/12) causing serious damage in the buildings of the urban sector. At both moments, the weather conditions presented the typical characteristics of a Pampero. The main effects detected were blasting to roofs and damages in buildings located in the central urban area which are directly linked to the type of material and to the state of maintenance defi cit. The mapping obtained showed that the destructive effects had a distribution pattern of south to north-northwest according to the direction of the frontal approaching that was identifi ed in the two synoptic situations analyzed.
