Exclusión y trabajo informal en Argentina

Abstract

Si bien el fenómeno de la exclusión abarca numerosos aspectos y se relaciona con diferentes conceptos controvertidos (justicia, equidad, distribución de ingresos, pobreza, desempleo, educación etc.), este trabajo centra su atención en la exclusión de los trabajadores informales. El objetivo es describir la realidad de los trabajadores informales en Argentina. En primer lugar, se definen claramente los conceptos de informalidad y precarización laboral; en segundo lugar, se cuantifica y describe la informalidad laboral en Argentina; y, en tercer lugar, se detallan las formas de exclusión que afectan a los trabajadores informales en Argentina. Para ello, se utilizan datos publicados por el INDEC en la Encuesta Permanente de Hogares (EPH). Finalmente, se concluye que la informalidad laboral representa un problema grave en la Argentina y que existe un círculo vicioso entre bajos ingresos y trabajo informal.

Although the exclusion phenomenon covers many aspects and it is related to different controversial concepts (justice, equity, income distribution, poverty, unemployment, education etc.), this paper focuses attention on informal workers exclusion. The objective is to describe the informal workers situation in Argentina. In first place, the concept of informality and insecurity job are clearly defined; in second place, the informality in Argentina is described and quantified; and, in third place, the ways of exclusion affecting informal workers are detailed. For that, data published from the Permanent Household Survey (EPH) are used. Finally, the conclusion is that informality is a severe problem in Argentina and that there is a vicious circle between low income and informal work.
