Abstract

El trabajo se enmarca en una investigación sobre las estrategias discursivas mediante las cuales se construyen las representaciones sociales (Raiter, 2016) de la tecnología en los discursos de las políticas públicas de “inclusión digital”. En esta oportunidad, analizamos las distintas valoraciones que se buscan imponer sobre el signo ideológico “netbook” en un documento institucional publicado en 2012 por el Ministerio de Educación de la Nación en el marco del Programa Conectar Igualdad. Siguiendo la propuesta teórico-metodológica de la Lingüística Crítica (Fowler y Kress, 1979; Hodge y Kress, 1993; Hodge, 2016), recuperamos las estrategias discursivas mediante las cuales se construyen las representaciones sociales de la tecnología y de los actores sociales que la deben utilizar. En la construcción de la netbook como superación de una “inequidad social” no definida, el documento mitiga la responsabilidad de los actores institucionales, al tiempo que legitima el programa estatal, persuadiendo sobre los beneficios de las máquinas y del trabajo con las mismas.

O trabalho é parte de uma investigação sobre as estratégias discursivas através das quais as representações sociais (Raiter, 2016) da tecnologia são construídas nos discursos de políticas públicas de Inclusão digital. Desta vez, analisamos as diferentes classificações que se buscan impor ao signo ideológico netbook em um documento institucional publicado em 2012 pelo Ministério da Educação sob o Programa Conectar Igualdad. Seguindo a proposta teórica e metodológica da lingüística crítica (Fowler e Kress, 1979; Hodge e Kress, 1993; Hodge, 2016), recuperamos as estratégias discursivas através das quais se constroem as representações sociais da tecnologia e dos atores sociais que devem usá-la. Na construção do netbook como superação de uma inequidad social não definida, o documento atenua a responsabilidade dos atores institucionais, enquanto legitima o programa estadual, persuadindo dos benefícios das máquinas e do trabalho com elas.

The present paper is part of a research that analyzes the discursive strategies through which the social representations (Raiter, 2016) of technology are constructed in the discourses of public policies of "digital inclusion". This time, we recover the different valuations that are sought to impose on the ideological sign "netbook" in a document published in 2012 by the Ministry of Education within the frame of the Programa Conectar Igualdad. Through the classification of the netbook as the agent of the overcoming of an undefined "social inequity", the document mitigates the responsibility of the institutional actors, while legitimizing the state program, persuading the benefits of the machines and the advantages of using laptops in education. We inscribe the research within the Critical Linguistics postulates (Hodge and Kress, 1993, Hodge, 2016).
